The Greece Golden Visa Scheme

The Greece Golden Visa scheme is granted by virtue of the Immigration and Social Integration Code. Pursuant to the Law 4136/2013 as amended by 4251/2014, Greece has introduced provisions to facilitate the residency of Non-EU nationals in Greece.

The Greece Golden Visa (permanent residency permit)(“PR”), is one of the most popular programs amongst the EU countries, granting residency in Greece and enabling an entire non-EU family, including dependent children, up to the age of 24 and the parents of both spouses, to obtain the PR within 3 months, with a minimum investment of €250.000. This particular scheme is one of the most competitive PR schemes in Europe, offering the applicant and his family eligibility and freedom to live freely in the EU and to travel with ease.

According to recent amendments in the Greek Permanent Residency Scheme (Greece Golden Viza), with effect as from May 1, 2023*, the amount for investment in properties in the following areas of Greece increases from EUR 250.000 to EUR 500.000:

  • North, central and south regional units of the region of Attica;
  • Municipality of Vari – Voula – Voyliagmeni in the Attica Region;
  • Municipality of Thessaloniki in the Region of Central Macedonia; and
  • Regional units of the islands of Mykonos and Santorini in the Region of South Aegean.

Greek Golden Visa Requirements

The Greece Golden Visa Program is a residence-by-investment program launched in 2013 that enables non-EU nationals and their family members to obtain permanent residence permits in Greece. The residence permits may be renewed every five years.

Incentives for New Tax Residents

Greece Non-Dom Tax Regime

Greece’s Income Tax Code offers enticing tax incentives for non-domiciles transferring their tax residence to the country. Here’s a breakdown of the key provisions:

A. Alternative Taxation for Foreign-Sourced Income

Eligible individuals can benefit from a flat tax rate of €100,000 annually on foreign income, provided they

  • Have not been tax residents in Greece for 7 of the last 8 years.
  • Invest €500,000+ in Greek real estate, businesses, or securities within 3 years. (Note: Exceptions apply for holders of specific investment residence permits)

This scheme also exempts participants from inheritance or gift tax for assets located abroad.

B. Taxation of Foreign Pension Income

Pensioners transferring tax residence from a cooperative country can enjoy a 7% flat tax rate on foreign pension income if they:

  • Haven’t been Greek tax residents for 5 of the last 6 years.
  • Transfer their tax residence from a country with an administrative cooperation agreement with Greece.

C. Special Taxation for Employment & Business Activity

    For employment or business activity in Greece:

      • Transfer tax residence from the EU, EEA, or a cooperative country.
      • Commit to staying in Greece for at least 2 years.

      Participants enjoy a 50% tax exemption on income from employment or business activity earned in Greece.

      Application Deadlines:

      • Applications must be submitted by 31st of March 2025.
      • Any application which will be submitted after the 31st of March 2025, will be examined for 2026 tax year.
